The Ground Under the Valley

Nine inches of rain a year and the soil still moves

Grand Junction averages about 9 inches of precipitation and around 18 inches of snow a year, on an irrigated valley floor that US Geological Survey work places between roughly 4,400 and 4,800 feet. On paper that should be a benign place to own a foundation. It is not, and the reason is geology plus a century of irrigation.

The Grand Valley sits on Mancos Shale and on alluvium washed off it. The clay that weathers out of that shale is dominated by smectite, which swells when it takes on water and shrinks when it loses it. Soil survey data for the ground under Grand Junction includes series rated high for shrink-swell with clay content in the forties percent, alongside others rated moderate. On top of that sits gypsum: several mapped series here are gypsum-accumulating soils, one of them at around 35 percent, which is a concrete durability question as well as a soil movement one.

Then there is the water. The valley has been irrigated since the Government Highline Canal was completed in 1917, and federal survey work found that the shallow water table beneath this ground exists largely because of leakage from unlined canals and flood irrigation rather than because of rainfall. A desert on the surface, a wetted soil column underneath, and about 137 days a year where the temperature drops below freezing.

What that produces in a house

  • Doors that bind in one season and swing free in another
  • A horizontal crack halfway up a basement wall with the top course pushed in

  • A driveway or patio dropped at the joint while the house itself is fine

Desiccation cracking in clay soil. The polygon pattern is what happens when clay loses moisture and shrinks. The same material swells again when it is wetted, and a foundation sitting on top of it goes up and down with the cycle. This is the mechanism behind most residential foundation movement in the Grand Valley.

The Grand Valley is small enough to drive end to end in half an hour and varied enough that a foundation problem in the Redlands has almost nothing in common with one in Clifton. Terrain, irrigation district, and building era all change the answer.

The Redlands
Roughly 9,000 people on rising ground beneath the Colorado National Monument, watered from the Gunnison by Redlands Water and Power. Cut-and-fill building pads, slope drainage, and the heaviest concentration of engineered-foundation requirements in the valley.
Orchard Mesa
About 6,700 people on the river terrace south of the Colorado, with its own irrigation district. Terrace gravels over shale, sharply variable from lot to lot, and bowing walls on the uphill side of stepped lots.
Clifton and Fruitvale
The two largest unincorporated communities east of the city, together over 28,000 people. Flat irrigated valley floor, post-war and mid-century stock, and gypsum-bearing soils that raise a concrete durability question alongside the movement one.
Downtown and North Avenue
The city core, with a formally constituted Downtown Development Authority and Business Improvement District, and the North Avenue corridor with its own adopted corridor plan. The oldest housing in the valley sits behind both, on crawl spaces and shallow footings.
Pear Park
East of the city with its own Mesa County neighbourhood plan adopted in 2004. Thirty years of conversion from orchard ground to subdivision, which means fill, changed watering patterns, and slabs rather than crawl spaces.
Fruita and Palisade
Two incorporated towns at opposite ends of the valley, Fruita from 1894 and Palisade from 1904. Pre-war cores on ditch-irrigated ground, with newer subdivisions built on former farmland around the edges.

Reading a Quote

What belongs in a foundation repair quote

Foundation work is one of the harder things to price-compare, because two quotes for the same house can describe entirely different repairs. These are the items that make a quote readable.

  • The elevation data behind it. Floor readings with the locations they were taken from. Without them, the pier locations are an opinion.
  • Pier count, type, and spacing. Push piers and helical piers are different products for different situations, and the spacing should follow the load path rather than a uniform interval.
  • The depth assumption and what happens past it. Nobody knows the depth to bearing until the first pier goes down. The quote should say what depth was assumed and what each additional foot costs.
  • Lift intent. Whether the plan is stabilisation only or stabilisation with recovery, and how much recovery is realistic.
  • The water side. What is being done about the source that caused the movement, and whether that is in the price or excluded.
  • Reinstatement. Backfill, compaction, and putting concrete, decking, or landscaping back afterwards.
  • Warranty terms and transferability. Product warranty on the steel and workmanship warranty from the installer, and whether either passes to a future buyer.

The spread is wide because the repairs are different jobs. Drainage and grading correction often lands between $1,200 and $5,000. Concrete leveling on a driveway or patio runs roughly $4 to $9 per square foot. Crawl space re-support with new footings and steel columns commonly falls between $3,500 and $12,000. Structural piering is the big one: figure $1,400 to $2,600 per pier installed, and most residential jobs need somewhere between 6 and 16 piers, so $9,000 to $35,000 covers the majority. Why do foundations move here when it only rains nine inches a year?

What is Mancos Shale and why does everyone mention it?
It is the marine shale formation that underlies most of the Grand Valley and forms the pale grey badlands you can see from the highway. US Geological Survey work describes Grand Valley soils as derived from Mancos Shale or from alluvium sitting on top of it, and the clay minerals in that residuum are dominated by smectite, which is the swelling clay family. That is the geological reason foundations here move with moisture rather than staying put.
Do I need a permit and an engineer for foundation repair?
Permits and inspections for Grand Junction and the rest of Mesa County run through the Mesa County Building Department, and structural work of this kind is permitted work handled by the contractor as part of standard scope. Whether a Colorado-licensed professional engineer needs to be involved depends partly on your subdivision. Mesa County publishes a foundation requirements list covering more than 600 platted subdivisions, and 234 of them carry a requirement for an engineered foundation by name.
